　昭和１０年４月２７日、 茨城県常陸大宮町に生まれる。

　Born on April 27, 1935 in Ibaraki Prefecture, Japan

教育　Education　

水戸一高、東京大学法学部卒（昭和３４年３月）　

Graduated from Mito First Senior High School and the law department of Tokyo University in March, 1959.

職歴 Professional career

　　東京都庁に就職し、福祉、財務、研修などの仕事に従事し、この間、　二 度の渡米では、米国の財政制度を研究。平成７年３月に退職し、現在は財団法人東京都老人総合研究所に勤務中を経て、平成１１年４月から１３年３月まで北陸大学法学部教授、平成１４年４月から田園調布学園大学教授として現在に至る。

　Worked for the Tokyo Metropolitan Government, mainly in the fields of social welfare, public finance, lecturer at the Government Educational Institute, etc. During the period, sent in 1969 to the USA for the study of financial systems there and spent one year for the study of the fiscal crisis of the City of New York from March, 1977. Retired from the Government in March, 1995, and worked for the Tokyo Metropolitan Institute of Gerontology until March，1999，and as a professor for Hokuriku University from April, 1999 ｔｈｒｏｕｇｈ March, 2001, and now working as a professor for Ｄｅｎｅｎchｙｏｆｕｇａkuen Ｕｎｉｖｅｒｓｉｔｙ since April, 2002.
