High Performance Building Council Final Report Now Available

The High Performance Building Council (HPBC), a multi-stakeholder group formed to advance the mission of developing environmentally-friendly, high performance buildings through the effective use and development of voluntary consensus standards, released its final High Performance Building report to the U.S. Congress and the Department of Energy on June 18, 2008.

Voluntary Standards Cover the Spectrum: from In-flight Air Quality to Laser Beam Welding

A new American National Standard from the American Society of Heating, Refrigerating and Air-Conditioning Engineers (ASHRAE) provides guidelines to ensure the quality of airplane cabin air while in flight.

ASHRAE Standard 161-2007, Air Quality Within Commercial Aircraft, defines requirements for air quality in commercial passenger aircraft carrying 20 or more passengers, and specifies measurement and testing methods in order to establish compliance with the standard.

A recently released American National Standard from the American Welding Society (AWS), an ANSI organizational member and accredited standards developer, is intended to protect welders by outlining proper laser beam welding specifications and procedures

AWS C7.4/C7.4M: 2008, Process Specification and Operator Qualification for Laser Beam Welding, provides guidelines for applicable specifications, requirements, fabrication, and equipment calibration and maintenance.

FTC to Host Workshop on Green Building and Textile Claims

The Federal Trade Commission (FTC) has announced Eco in the Market, an open workshop on the development of green building and textile claims, consumer perception of such claims, and substantiation issues.

All interested parties are invited to register for the workshop, which will be held on July 15, 2008.

The third workshop of its kind, Eco in the Market is part of the FTC's regulatory review of the Guides for the Use of Environmental Marketing Claims (Green Guides).

Enhancing Public Health Research: Interoperability Standards for Earth Observation Systems

Scientists are developing a new system of using meteorological data to predict the outbreak of diseases.

This innovative system, which has the potential to prevent countless illnesses and deaths worldwide, relies on interoperability standards to have its biggest impact.

For example, studies have shown a relationship between the temperature of the Bay of Bengal and the outbreak of cholera in India.

The Group on Earth Observations (GEO) is dedicated to facilitating this interoperability through its Global Earth Observation System of Systems (GEOSS).

GEOSS addresses nine areas of focus that are significant for the world's population: disasters, health, energy, climate, agriculture, ecosystems, biodiversity, water, and weather.

・The American National Standards Institute (ANSI) today released a new white paper to educate and inform the Institute's members about an announcement outlining formal operating procedures for Chinese national Technical Committees (TCs).

・Language in the announcement indicates that "foreign enterprises" can participate as observers in the TCs, but foreign organizations' ability to participate as voting members was not addressed.

・An official definition of the term "foreign enterprises" was not included in the SAC announcement.

Wal-Mart Adopts Global Food Safety Initiative Standards

"Real Safety" Campaign Pushes for Tamper-Resistant Outlets

U.S. Department of Energy Establishes Energy Efficiency Requirements for Federal Buildings
New Regulations Based on an American National Standard

New regulations finalized by the U.S. Department of Energy (DOE) last week can be expected to save taxpayers more than $776 million dollars over the next ten years.

Based on ANSI/ASHRAE/IESNA 90.1-2004 - an American National Standard developed by the American Society of Heating, Refrigerating, and Air-Conditioning Engineers (ASHRAE) and the Illuminating Engineering Society of North America (IESNA) - the regulations require federal building projects to achieve at least thirty percent greater energy efficiency over existing building codes.

White House Seeks Comments on the Impact of U.S. and EU Regulations on International Trade and Investment

　　1.0　Essential requirements for due process

These requirements apply to activities related to the development of consensus for approval, revision, reaffirmation, and withdrawal of American National Standards (ANS). Due process means that any person (organization, company, government agency, individual, etc.) with a direct and material interest has a right to participate by: a) expressing a position and its basis, b) having that position considered, and c) having the right to appeal. Due process allows for equity and fair play. The following constitute the minimum acceptable due process requirements for the development of consensus.

　　1.1 Openness

Participation shall be open to all persons who are directly and materially affected by the activity in question. There shall be no undue financial barriers to participation. Voting membership on the consensus body shall not be conditional upon membership in any organization, nor unreasonably restricted on the basis of technical qualifications or other such requirements.
