ミナルディのPS04Bは、新車とは名ばかりである。シャシー、エンジンともに前年型に手を入れただけだ。それにも関わらず、2/18のイモラでトップのルノーに2.758秒遅れだった。ジョーダンには1.405秒遅れである。2003年のサンマリノGPでトップに4秒遅れ、ジョーダンに2秒遅れだったことを考えれば、差は詰まっている。それは新しい技術規則（エンジンのパワーダウンとリアウィングのダウンフォース低下）のおかげだろう。だが、他チームがシーズン中に進化していくことにより、差は広がるだろう。ミナルディのチャンスは開幕3戦のフライアウェイシリーズに掛かっている。

The new car of PS04B of Minardi
is only a name. A chassis and engine have only put the hand into type in
the previous year. In spite of it, it was 2.758 second delay in Feb.18 of
Imola at top's Renault. In Jordan, it was 1.405 second delay. The
difference is choked up if it considers to Jordan that it was delay for 2
seconds later than a top for 4 seconds in San Marino GP in 2003. It will
be the favor of a new technical rule (a power down of engine, and down
force fall of the rear wing). But, a difference will spread, when other
teams evolve during the season. The chance of Minardi has started the fly
away series of opening 3 game.

ミナルディは前年にアロウズA23（2002年）を買い取っていたことから、A23に手を入れたものを新車として出すのかと思われた。ミナルディ自身はPS03とA23のいいとこ取りをしたと言っていた。
だがPS04BはA23には似ておらず、自らの前年型PS03とそっくりである。A23の特徴的なハイノーズとツインキールは、PS04Bに影響を与えていない。

It was thought whether since
Minardi had bought Arrows A23 (2002) in the previous year, it took out as
a new car what put the hand into A23. It was said that Minardi itself took
the good place of PS03 and A23.
But PS04B does not resemble A23 but is just like that of type PS03 in the
previous year of oneself. The characteristic high nose and characteristic
twin keel of A23 have not affected PS04B.

PS04BとPS03の外見上の違いは、リアカウルとリアウィングくらいである。つまり規定に合わせただけのように見える。
細かく見れば、フロントウィングのエンドプレートや、ロールバーの構造が変わった。唯一ユニークな部分はリアウィングのエンドプレートがウィング下に圧力を作ろうとしているところ。
エンジンは引き続きコスワースC23の72度を使う。2004年用に設計されたものではない。ロングライフ用にチューンしただけである。したがってパワーは前年から改善されていない。耐久性も心配なところだ。
前年はフェルスタッペンがオランダのスポンサーを連れてきてくれた。今年は小さな広告ばかりで、スペースがぽっかりあいている。ストッダートは今年も政治的な動きを活発にするだろう。規則改定には全チームの合意が必要ということが彼の拠り所だ。

The difference on the appearance
of PS03 is at least rear カウル and the rear wing as PS04B. That is, it

from the previous year. Durability is also an anxious place.
Verstappen took the sponsor of the Netherlands the previous year. It is
only a small advertisement and the space has opened open this year.
Stoddart will also make a political motion active this year. It is his
ground that all teams need to be agreed for rule amendment.
