Information Technology and Manual

Though IT (information technology) has been developed under the leadership of private enterprise,

It is coming finally to be taken as a policy of the country by the remark of IT promotion of Prime Minister Mori of Okinawa summit meeting.

Governmental IT related policy is being reported one after another consequently.

A Japanese personal computer household diffusion rate is said as about 30%.

But, how many people will operate the computer by reading manual?

Will only 10% of the people of that, that is, 3% of the people probably be able to understand a manual?

Because contents are not Japanese though it is certainly being written in Japanese.

Nobody will understand the manual written by Japanese alphabet, which expressed pronunciation of English.

What is this?

There are many people who did such experience.

The next sentence is an example of the manual.

A Web page can be indicated in the desk-top without opening Web browse software when the function of Active Desktop is used.

This sentences which only translated a special term (English) into the transliteration.

How many Japanese will be able to understand it?

Well, how do you like the next sentence ?

Various information of Internet can be established on the content screen (desk-top) with the picture character which it is shown in after the personal computer start as a wallpaper.

We can see the latest contents of the Internet by this.

We call this function as Active Desktop.

It doesn't need to open Internet perusal software (Web browse) specially.

One factor of a Japanese modernization success is thought to be in having translated the latest Western technology completely.

Anyone can understand the latest Western technology by this in the Japanese textbook, and early spread was promoted.

On the other hand it is teaching by using the textbook of the original of the advanced country in English in most of the developing countries.

Of course a college graduate dealer is good at English in developing country.

But, education applicable people are only about 10% of the people being called the elite at most.

The rest of 90% of the people can finally understand it by the elite's translation.

We can't understand Japanese computer manual without a dictionary.

As far as computer manual is concerned、

We cannot but think whether Japan takes the education technique of the developing country.
