Tokyo Station


Tokyo Station before the Second World War started.

Tokyo Station is a train station located in the Marunouchi business district of Chiyoda, Tokyo,
near the imperial Palace grounds and the Ginza commercial district. It is the main intercity
rail terminal in Tokyo, the busiest station in Japan in terms of the number (over 3,000) of trains
per day. It is the starting point and terminus for most of Japan's Shinkansen high-speed
rail lines, and is served by many local and regional commuter lines of Japan Railways, as well as
the Tokyo Metro network.

東京駅には山形新幹線、東北新幹線、上越新幹線、長野新幹線、および東海道新幹線が乗り
入れている。博多、新大阪、京都、名古屋からの東海道新幹線はＪＲ東海が運行している。一方、
大宮から北へ伸びる新幹線はＪＲ東日本の管轄である。2007年3月、ＪＲ東日本は他のＪＲ路線
に乗り入れている一部の特急列車を除き、すべての列車を全面禁煙とした。つまり、ＪＲ鉄道
車内では一切喫煙できなくなった。

これに対し、ＪＲ東海は喫煙車両を残し、東京駅に乗り入れている新型新幹線列車、「N700系」の
座席を全面禁煙としたものの、禁煙車両内に喫煙室を新設した。このようにＪＲ東海は喫煙する
乗客へのサービスとして喫煙車両および喫煙スペースを確保している。

ＪＲ両者の考えの違いが端的に出ているのが東京駅新幹線ホームである。ＪＲ東海新幹線ホーム
では喫煙所を中央部にいくつか設けており、有害煙は周囲に拡散している。ＪＲ東日本に喫煙所
はホームの人目にふれにくい片隅に１ヶ所しかなく、閉鎖式で周囲への有害煙の拡散を防止して
いる。

2009年8月に同じホームを見聞した。状況は全く変わっていない。ＪＲ東海側の東京駅ホームに
はタバコの煙が漂い、空気も悪い。ＪＲ東日本側のホームはタバコの臭いもなく空気がきれい
に感じられる。同業の鉄道会社なのに何故こうも違うのだろう！

JE-East vs. JR-Tokai

JR-East Japan Railway Company and JR-Tokai Japan Railway Company take a different approach
to smokers. JR-East provides a closed smoking booth on the platform. However, JR-Tokai allows
passengers to smoke on the open-air designated areas, which locates in the center of the
platform of Tokyo Station. This would represent the railway company's philosophy that JR-East
first thinks about the safety of passengers, in comparison to the JR-Tokai considers a smoker
is the main important people in the society, and we have to pay devoirs to smokers.

同じ日本にはこうした鉄道会社の方針の違いが浮き彫りとなっている。世界保健機関（WHO）の方針、および
世界の先進国の鉄道における喫煙規制に近い方針を堅持するＪＲ東日本と、健康への道を否定するＪＲ東海
との政策とは全く対照的である。

しかし、こうした喫煙規制は、国家または地方自治体が立案し、実行すべき性格のものであり、民間の良心に
ゆだねている政権の怠慢の結果がそのまま、喫煙スペースを列車内に残すＪＲ東海の反健康的な設定となって
表れている。
