Quebec, the largest province in Canada, occupies a vast territory ( near three times the size of France ),
most of the area is very sparsely populated.


　In June 2006, a new Quebec law banned smoking in all enclosed public places
and workplaces, including bars, restaurants, bingo halls and private clubs.

カナダ・ケベック州喫煙規制　ケベック州の改正喫煙規制法は2006年6月から施行されている。
対象はすべての職場、公共的屋内空間、大学、保健医療社会福祉施設内部および周囲９メートル
の空間である。ホテル客室に最大40％のゲストルームを喫煙室に設定できる例外条項があるが、
この点はオーストラリア、ハワイ州などよりも規制がゆるい。ケベック州の公用語はフランス語であり、
道路標識、喫煙警告はすべてフランス語にて表示されている。

Fairmont Le Manoir Richelieu provides 28 smoking rooms out of 405. The percentage of the smoking rooms to total is 6.9%.


ラ・マルベ・ フェアモントホテル（ Fairmont,Le Manoir Richelieu） は全室405室のゲストルームがある。
そのうちの28室が喫煙ルーム、377室が禁煙ルームとなっている。喫煙室の割合は6.9％となる。
ケベック州タバコ規制法によりレストラン、ロビー、その他の公共的スペースは全面禁煙となっいている。

ラ・マルベ・ フェアモントホテル（ Fairmont,Le Manoir Richelieu） はカジノを併設する、この地の中心的な
ホテルである。セントローレンス川を眼下に臨み、秋の静かなひとときをゆっくり過ごせる。

Quebec City



Quebec City is the capital of the province of Quebec. It is the second most populous city in the
province after Montreal. The population of Quebec metropolitan area has a population of 715,000.
Saint Lawrence River narrows as approximated to Quebec City. Founded in 1608, Quebec
City is one of the oldest cities in North America.

ケベック州の州都、ケベックシティは1985年に北米の都市としては初めて世界遺産に指定された。
筆者は1973年にこの地を訪れたことがあるが、街全体の雰囲気はそう変わっていない。標識も
全部フランス語であり、フランス本土を旅行しているのと大差ない。城壁に囲まれた地域が旧市街、
セント・ローレンス川沿いの崖下にある街がロゥアタウンと言われている。いずれも徒歩で回れる
距離なので、気に入った場所に戻るのは容易である。

見学する価値があるのは、ケベック州議事堂であろう。建物標識にHOTEL とあるが、公共建造物のことを
意味する。ツアーの時間は決められており、入場するには空港のセキュリティよりもさらに厳しいチェックがある。
写真付きの身分証明者の提出の他、空港では行わない身体検査もある2006年6月から施行された改正
喫煙規制法案はここで誕生した。州議会議員たちが熱弁をふるい法案を審議することを想像すると身が
引き締まる思いがする。

VIA Rail Canada , Gale Guebec （Qubec Railway Station）は長距離列車の発着するクラシックな駅
である。標識はすべてフランス語であるが、その意味は読み取れる。案内所ではカナダ各地域の
現在時刻を表示してあった。ユニークなのは、駅のロビーに歯科医院だ。洗練されているとは言い
難いが、親しみあるターミナル駅である。

The station clocks show the time of various areas.

ケベック・シティには大規模なケベック大学病院がある。敷地内は全面禁煙であるので、病棟の入院患者が
点滴セットを抱えたまま病院前の狭い歩道で喫煙していた。

Smoking guest rooms provided at the Fairmont Le Chateau Hotel are 93 out of 618 total rooms.
The percentage of smoking rooms is 15% of total. These rooms are assigned to the 10th and 15th floor.
In Hilton International Quebec, smoking rooms are located on the top floor of the building. The
number of the smoking guest room is 20 out of 572 totals. The percentage of smoking room is the
rate of 3.5% to the entire guest rooms.

1893年開業、ケベックシティの象徴的な存在となっている古城風のホテル、ホテル、フェアモント・シャトーは、
全室618室のうち、smoking room の割合は15％で、10階と15階にある。　
ヒルトン・ケベックは全室571室のうち smoking room は20室である。最上階が smoking room で、禁煙客室
は2階から22階までの全室である。ネット上に公開されている数値とは大きく異なるが、筆者が実際に現場で
確認した範囲では、フロントで得た情報の方が新しい。

These photos show the view of Hotel Manoir d'Auteuil, Quebec City and no smoking mark at the emergency exit.
There was no smoking sign board in the hotel with a penalty notice of $100 if violate, placed on the front desk.
