2006年・北アイルランドは喫煙容認

1919年イギリス・アイルランド戦争の結果、イギリス領に残った北アイルランドに、1999年自治政府が発足した。
筆者はアイルランドのダブリンから特急列車で北アイルランドに入国し、ベルファストからレンタカーで一路、
北海岸に近い城壁都市、ロンドンデリーに向った。しかし、ロンドンデリーの地に宿泊し食事して見て驚いた。

それまで喫煙規制されたアイルランドに10日間過ごして来たので、室内で喫煙することなどとても考えられ
なくなっていた。それだけにホテルで灰皿の羅列を目にしたときは正にタイムスリップしたようだった。それは
数年前、または今の日本を見るようであった。ホテルのロビー、エレベターホールにはたくさんの灰皿が置かれ、
夜のバーは煙もくもくであった。食事を街の中心街で食べようとしたが全席喫煙席、やっと1階が全席喫煙で
2階が全席禁煙というレストランを探し当てたが、２階は昼間の時間帯しかオープンしていない。やむなく唯一
全席禁煙のファーストフード店、バーガーキングで食事した。翌朝、ホテル提供の食事のときが心配されたが、
禁煙標識はなくとも朝食の席で喫煙している人はいなかった。夜はベルファストに戻ったが、夕食は受動喫煙
の被害に遭わないよう、ホテルフロントを通じ中華の出前をとり部屋で食した。

A leading health campaigner and professional in Northern Ireland have
called for the introduction of a workplace smoking ban in North of the border.


An implementation of a workplace smoking ban in the Republic of Irelands entered into a crucial step in
protecting the health of those who work in the hospitality industry and the general public.  We call for the
people of Northern Ireland to have the same protection. All have the right to a smoke-free environment.

The great majority of people in Northern Ireland finds cigarette smoke unpleasant and irritating and the
majority of smokers and non-smokers alike would prefer public places to be smoke-free.  All have a right
to be free from tobacco smoke pollution. Employers have a duty to protect employees from harm. Many
workplacesare now smoke-free, but in the hospitality industry, smoke exposure is still very high and poses
a particular risk.

アイルランドとイギリス領土の北アイルランドとの間には国境標識が全くない。同じ英語圏でしかも道路標識は
共通している。地図を照合しなければ今、アイルランド側にいるのか、北アイルランド側にいるのか判別出来ない。
唯一確かめる方法は飲食店に入って見ることである。前者では喫煙行為は法律違反であるとの禁煙標識が
あり、誰一人吸っていないが、後者の場合、禁煙マークもなく、店内で自由にタバコを吸っている。

ベルファストの有名ホテル Malmaison Belfast のバーは全面喫煙でタバコの煙が部屋全体に漂う・・・
古い映画のワンシーンを思い浮かべたが、そうした雰囲気を好んでいるようにも思えた。

北アイルランド、Belfast City Airport　の喫煙規制はお粗末である。受動喫煙の有害意識がないとも言えよう。
空港のカフェテリアの中心を占める空間に喫煙席を設けており、周囲の席との間に何のバリアーもないので
タバコの煙は周囲に拡散される。日本との違いは、日本では喫煙席からタバコの煙が流れてきても非喫煙者
の座る席は「禁煙席」であると表示している。北アイルランドでは、こうした虚偽表示と断定出来る標識はなく、
喫煙席以外の表示を行っていない。つまり、受動喫煙の防止の点では落第であるが、日本で多くの飲食店が
行っている「偽りの表示」はしていない。

The space of the smoking area is not separated from the others. A toxic tobacco-smoke will spread all over the cafeteria,

●New law prohibits smoking in restaurants and bars.
The Smoke-Free Northern Ireland Law went into effect May, 2007, banning smoking in all
public places such as airports, restaurants and bars.


2007・北アイルランドは屋内全面禁煙へ転換　2005年10月、ショーン・ウッドワード自治政府保健相は、
北アイルランドのバーとレストランを含むすべての職場と屋内公共空間での喫煙を禁止すると発表した。
禁煙法は議会で可決され、2007年５月以降、パブ、レストランなど飲食店内は全面禁煙となった。
