Finland's smoking ban for bars, cafes, restaurants

The 2007 smoking ban for bars and restaurants imposed all bars, cafes and restaurants
larger than 50 square meters with a proper ventilation system can, during a two-year
transition period, set up special smoking sections covering half the size of premises.
No customers are allowed to eat or drink in the special booths. However, this strict
regulation was not accepted from the owners, because they cannot expect to pay well by
setting a separate smoking space inside. As a result, most restaurant owners adopted
a policy to place ashtrays on a table of outdoor section.

2007年6月に規制が強化され、鉄道、バス、職場、レストラン、バーでの喫煙が禁止された。
しかし、2年間の時限立法措置であったが、飲食店は完全に独立した喫煙室（smoking booth) を
設置することが出来た。審査制となっており、厳しい規制もあってか、建物内に喫煙ブースを
設ける動きはなかった模様だ。2009年7月に時効を迎え、この例外措置もなくなり、すべての
飲食店では、屋外席に喫煙テーブルを設けて、そう多くない喫煙者に対応していた。

ホテル滞在中は喫煙客室に滞在しない限り建物の外で立ってタバコを吸わねばならない。
ダウンタウンのヒルトン・ストランホテルではイスを用意し喫煙者に便宜を図っている。
このホテルの喫煙客室は27室あり、全客室192室の14%に相当する。フェリーターミナル
とエスプラナード通り近くの定評あるパレスホテルでは全客室、39室の内、5室が
喫煙客室である。その比率は、13%である。

Hilton Hotel Strand, Helsinki arranges a smoking area, not far from the main entrance
to the Hotel. About 8 chairs are provided for smokers. The numbers of guest rooms
in which smoking is allowed in Hilton are 27, which consists of 14% of total 192 rooms.
Palace Hotel which stands beside a beautiful port site, and with a good reputation,
has 5 smoking guest rooms, 13% of 39 total rooms.

路面電車とバスの停留所には禁煙マークをみるが、堂々と喫煙している人は少なくない。
ベンチのある囲いの外側に吸い殻入れが設置してあるところをみると合法的に喫煙
出来るようだ。禁止区域の境界が極めてあいまいである。

地下鉄の禁煙標識は明確である。さすが、地下鉄ホームと車内で喫煙している人は一人も
いなかった。駅の外にはポール型の灰皿が用意されている。車内での飲酒も禁止されている。

A total smoking ban inside of a train is now well accepted rule in the world. Nevertheless,
a long-distance train of Aurora Borealis Express provides a separate smoking-booth
in a train. This is the only train the writer could see in the world, except cases in Japan.
The JR-West, JR-Tokai and JR-Shikoku companies of Japan provide a separate section
for smokers in the long-distance train, including of the Shinkansen super express.

フインランド鉄道（VR）は全車両禁煙車である。しかし、北極圏近くまで運行するオーロラエクスプレス
には二人でいっぱいとなるような狭い喫煙ブースが設置されている。ヘルシンキにはロシア、モスクワ
からロシア鉄道の列車が乗り入れている。ロシアでは2007年に公共交通機関を禁煙とする規制を
実施しているが、ヘルシンキ駅に停車している車内を検証するには乗車券の他にビサが必要なため、
列車内の喫煙ブースに関し確認できなかった。

フィンランド鉄道駅施設内は法令により全面禁煙となっているが、駅のホームの規制に関しては、
オープンスペースでも屋根のある部分では禁煙であると解釈出来るが、やはり曖昧さが残る。

The Helsinki-Vantaa International Airport, Finland should be smoke-free, since smoking
in all public places banned completely. However, we arrived at the airport terminal, there
was a slight smell of tobacco. This could be come from outside of the entrance to
the terminal. In Finland, smoking is not forbidden near the building entrance. The Helsinki
International Airport provides 6 smoking rooms in the terminal buildings. Incidentally,
I felt pity to see about 10-year old child, waiting outside an airport smoking room until
his father to finish smoking.

ヘルシンキ国際空港はＴ１とＴ２に分かれており、Ｔ１が国内便で現在工事中である。Ｔ２で
国際便が発着するが、いずれも全面禁煙となっている。しかし、空港内部には禁煙標識は
ない。Ｔ２出発ターミナルに５っの喫煙室があり、到着ターミナルに１つの喫煙室がある。
多くの喫煙者でいっぱいとなっている。出発ターミナルの喫煙室では10歳くらいの男の子が
父親がタバコを吸い終えるのをじっと待っていた。こうした仕打ちをして、その父親はなんとも
感じないのだろうか、一旦中毒になると考える力をも失う恐ろしさと、その恐ろしさを知ら
されていない子供が不憫でならなかった。


Finland's proposal to eliminate tobacco use

The Finnish Ministry for Social Affairs and Health is set to propose legislation that will see
the country pursue a course to a tobacco-free society. If it passed, the new laws would
make the Finland the first country in the world dedicated to eradicating tobacco use.
Ismo Tuominen, one of the authors of the proposal, cited Ireland restricted the cigarette sale
to behind under counters. The display of tobacco is also illegal in Iceland and parts of Canada.
He added that a strong government-support will end the tobacco use would be the best option.

ヘルシンキ・ヴァンター国際空港のタバコ売り場で見た健康警告の中で、新しい表現の
タバコ包装警告が見られた。「Smoking can cause a slow and painful death」と
タバコが原因で死亡する場合は、ゆっくりと苦しみながら命を失って行く可能性を示唆した
ものである。ダンヒルなどのタバコメーカーが使用している。多くの喫煙者に見せたい文面だ。
