The Fifth Annual Meeting of Japan Society for Tobacco Control was held
in Matsuyama, Shikoku in September, 2010.
2010年日本禁煙学会総会が9月に松山にて開催された。

Dr. J.S. Wigand, Smoke-Free Kids, USA talked about the tobacco additives
and the new FDA Tobacco Law in the USA.
タバコ産業の嘘を告発した映画「インサイダー」で有名なワインガンド博士が松山で講演した。タバコには
多くの人体に有害な添加物が含まれていること、2009年に「FDAタバコ規制新法」が制定され､その内容を
解説した。新法はタバコを完全に規制するために、多くの規制と公布の権限をFDA
(Food and Drug Administration) に与えた。その中では人工添加物の規制強化、欠陥商品の回収、
ブランドごとに全添加物の情報公開命令、パッケージの警告文の英語以外の表示を請求する権限などが
盛り込まれた。

(R) Dr. Miyamoto pointed out that the tobacco company promoting a campaign
to divide a public space into two spaces
of the nonsmoking and smoking.
Dr. Yumiko Mochizuki, National Cancer Center Research Institute reported
that the purpose of the 'Tobacco Business Act'
in Japan is now vanishing, since the adverse effect of tobacco became evident,
and a huge social deficit by the tobacco use.
However, Japanese government is still neglecting the FCTC treaty.
国立がんセンター研究所の望月久美子先生は、民主党政権への移行に伴い、たばこ事業法の見直しが
謳われたこと、法令そのものが、タバコが無害なものとの前提にたっており、巨額のタバコによる社会的
損失は、たばこ事業法の破綻をも意味することなどを話し、今後のFCTC完全履行のためのロ−ドマップに
ついて、政策形成過程への市民の参画と行政のタバコ産業活動への監視強化を提言した。
Dr. Miyazaki reported the historical changes of Japanese policy and toward
tobacco company, and
a smoking restriction at various public places resulted into the decrease
of tobacco sale and the umber of smokers
in the elder generations. However, a tobacco company is against these social
movements, and campaigning
tobacco to a young consumer.
「たばこで他殺、たばこで自殺」の著者でもよく知られている宮崎恭一先生は、日本に於けるタバコ政策の
変遷について述べ、FCTCの発効に伴いタバコ販売環境はますます厳しさを増してきたこと、これに対する
たばこ会社の反撃などについて報告した。
Dr. J Miyamoto presented a process of the Kanagawa Prefectual Anti-smoking
Act and the adverse outcome of the local ordinance.
Dr. J Miyamoto warned the danger of that Japan becomes 'an unwanted smoking-restricted
country', among the world,
if other local anti-smoking ordinances allow to set up a separate smoking
space and further admit to working
in that section at food industries.
Dr. J Miyamoto presented a scene of the meeting at the headquarter of Japan
Medical Society. Guest speakers,
Dr. M P Langer and Mr. L Binding talked to the importance not to provide
a smoking space inside of the building.
No one should be worked in a toxic smoking area.
Dr. J Miyamoto stressed that smoking ban should be applied to a restaurant,
bar and pub at the different stages.
He advised the content of a total smoking ban should be simple and clear,
excluding numerous exceptions.
「禁煙席ネット」の宮本主宰は、世界が全面禁煙を主軸とした受動喫煙防止法を制定し、
完全に運用している中、日本では低レベルでの議論に終始し、法令を審議し立案する当事者に
国民を受動喫煙被害から守るにはどのような法的規制を行って行くべきか、そこに貫く信念が
ないと述べた。画期的だと誤認されている神奈川県条例の審議過程を今回改めて公開したが、
分煙を法的に認め制定したことによる弊害が、日本全土に広がる憂いが出てきている。もし、
多くの地方自治体が先行した神奈川県条例と同様の受動喫煙防止条例を制定すれば
日本は世界で唯一、「分煙体制」を採用した、世界で「最も好ましくない喫煙規制国」と
なる恐れがあると強く警告した。

Guest speakers stated their opinion on the smoking restriction by law.
However, unfortunately, no opportunity
was provided to discuss this problem between a guest speaker and an audience
of the hall.
