Switzerland is a federal republic consisting of 26 cantons, with Bern as
the seat of the
federal authorities. The country is bordered by Germany to the north, France
to the
west, Italy to the south, and Austria and Liechtenstein to the east. The
Swiss
population of about 7.7 million people concentrates mostly on the Plateau,
where
the largest cities are located. Two major cities are Zurich and Geneva,
which play,
in part, the role of a global center.
Switzerland is one of the richest countries in the world by capita gross
domestic
product. GDP per capital is estimated about $68,000, which is higher than
the large EU
countries and Japan, ranking 6th behind Luxemburg, Norway, Qatar, Iceland
and Ireland.

隣接するフランス、イタリーが全国的なレストラン、バーの全面禁煙を打ち出す中、スイスでの
全国的なレベルでの喫煙規制には否定的だ。しかし、現在、多くの州で公共施設建物内での
喫煙を禁止している。２００７年４月、イタリア国境に近い、イタリア語圏で著名観光地、
ルガーノのあるティチーノ（ Ticino ）州でレストラン、カフェ、バーなど飲食店の全面禁煙が
実施された。
２００８年７月、ジュネーブ州では、フランス語圏で初めてレストラン、カフェに於ける全面禁煙
を実施している。一方、チューリヒ州では喫煙規制は公共施設に限定され、レストラン、バー
はその規制から外された。
スイスでは州ごとに喫煙規制が異なり、今後、数キロ離れた別の州では喫煙禁止、こちらの
州では喫煙許容と、非常に混乱した設定が見受けられることになる。現在では地域ごとに
大きく異なる、つぎはぎだらけの規制が適用されている。

No more smoking-car in Swiss railways since 2005, when the total ban was
enforced for all trains.
The photo shows a beautiful lake seen from the Golden Pass Line, one of
the most picturesque in Switzerland.
It links Montreux, Interlaken and Lucerne, photographed from the train
in 1970.
A Jungfrau Railway climbs up to the top of Europe ( 3,454 m ). The train
departs at Interlaken Ost,
moving up through Lauterbrunnen-Wengen-Kleine, and finally arrives at under
rock station of Jungfraujoch.

スイス国内の鉄道では、フランス、イタリア鉄道の方針に呼応するように、全車両の
全面禁煙が2005年から実施されている。
Smoking Ban in Switzerland
Geneva introduced a stricter ban, which includes bars and restaurants,
on the
other hand, Zurich has only outlawed smoking in public buildings.
The southern Italian-speaking Ticino region became the first canton to
introduce
a smoking ban in indoor public places in April 2007. The House of Representatives
rejected a plan by the Senate to ban smoking in restaurants in July 2008.
However, it came out in favor of granting the country's 26 cantonal authorities
the right to impose tougher rules than on a federal level. The situation
leaves
visitors to the country encountering different smoking regulations in the
regions apart from a few kilometers.

スイス全土で公共的的空間の全面禁煙を
スイスの非喫煙者は、2007年の67%から2008年には73%へと増加した。この中、
40の健康関連団体からなる喫煙に反対する連盟 が、スイス全土の全ての
公共建造物内での喫煙を禁止するイニシアチブを立ち上げた。 スイス全26州の
約半分は、バーやレストランでの喫煙を制限する規制をすでに設けている。
しかしイニシアチブの提唱者は、スイスの法律は州によって異なる上、不十分
だと主張する。
スイス国民は禁煙を望んでいる 。もし、このイニシアチブを反映した新法が
可決されれば、レストラン、バー、学校、病院など、公共の建物の中では全面的
に禁煙となる。 また職場でも屋内での喫煙は禁止となる。この規制はスイス
全土を対象としている。
2009年5月現在、スイスのレストラン、カフェ、バーでは、10万人以上の従業員が
副流煙にさらされている。それらの従業員自身は喫煙者でなくとも、 1日最高
38本分に相当するタバコ副流煙を吸い込んでいる。現行の法律によると、
ウェイターとウェイトレスは、本人の意思である場合のみ喫煙室で給仕をしても
よい。 しかしザンクトガレンの州議会議員エリカ・フォースター氏は、ほとんどの
従業員が喫煙室で働くよう同意しなければならず、さもなければ失職のリスク
を負うことになると指摘する。
新しいイニシアチブは、全面的な禁煙によってそうした抜け穴を封じ、従業員の
権利の増強を図る。 イニシアチブ支持者は、建物の大きさを計算する方法に
はあまりにもたくさんの抜け穴があり 、中途半端な寄せ集めの方策はただ混乱
を招くだけであり、特にさほど厳しくない規制を敷いている州と喫煙を禁止して
いる州が隣接している場合は収拾がとれなくなると主張する。
「受動喫煙の害から非喫煙者を守らなければならない。自分の行動が他者に
害を与えるようならば、個人の自由は終わりです」とザンクトガレンの急進
民主党州議会議員は述べている。
