Portuguese-language territories
Portugal, officially the Portuguese Republic, is a country located in southwestern
Europe
on the Liberian Peninsula. Portugal is the westernmost country of mainland
Europe
and is bordered by the sea of Atlantic Ocean to the west and south and
by the land
of Spain to the north and east.
During the 15th and 16th centuries, with a global empire that included
possessions in
the partial area of Africa, Asia, and South America, Portugal was one of
the world's
major economic and military powers. Portugal was also one of the last European
nations
to give up its colonies and oversea territories, turning over the Macau's
administration
to the People's Republic of China in 1999.
The total population of Portugal is estimated about 10,700,000. Travel
and tourism
will be extremely important for Portugal.

日本へも早くから西洋の文化をもたらした。しかし、第２次大戦後、多くの国々が独立し、マカオ
の中国返還を最後に、ポルトガルは植民地支配からヨーロッパの一国へと回帰した。総人口、
1,070万人、ユーロ通貨圏の一国、最大の都市は首都、リスボンである。

A smoking ban at the larger public places in Portugal
In January 2008, Portugal new law prohibited smoking in public areas, including
bars
and restaurants. However, the law allows owners of establishments such
as bars,
restaurants and clubs with less than 100sq m, the right to choose whether
they
will allow smokers or not. If they choose to allow smokers, they must have
ventilation systems installed to eliminate the smoke. Most premises may
ban
smoking, as the costs of adapting the space with ventilation systems is
too high.
ポルトガル：中途半端な飲食店規制 世界に広がる喫煙規制の流れに沿って、ポルトガルで
2008年1月に「禁煙法」が施行された。規制内容は次のようになっている。
〔全面禁煙〕
＊ 病院、学校、職場、スポーツ施設の建物内
＊ 食品を取扱う店舗
＊ 飛行機、バス、タクシー
＊ 電車、駅（屋外エリアは除く）
＊ 100sqm 以上の面積のあるすべてのレストラン、カフェ、バー
＊ 船舶 （国内線、国際線）
飲食店は分離した喫煙スペースがあれば規制から除外されている。また,100 sqm以下の
レストラン、パブ、バーでは店主は喫煙、禁煙いずれかを選択出来る。スペインの規制と
類似しているし、中途半端な喫煙規制である。飲食店では「きれいな空気」を期待しない方が
よいだろう。ホテル、劇場、空港内施設でも完全に分離した喫煙室を設けることが出来るが、
コストの面で敬遠されているようである。
ポルトガルの喫煙規制法は、条例施行第一日目に食品基準局のアントニオ・ヌーネス委員長
がリスボン郊外のカジノで喫煙している姿を地元紙に掲載され、「禁煙条例の責任者、条例
執行初日に自ら違反」と大々的に報道されたため、禁煙条例の存在を一挙に広めた。
喫煙規制法の目的は全国民をタバコ有害煙から守ることと、喫煙者に禁煙を考える切っ掛け
を与え、喫煙人口を減少させることにある。隣国、スペインと同様に小規模飲食店を喫煙規制
の対象から外したので不完全な規制措置となった。しかし、喫煙者の多い環境で、国家として
受動喫煙防止法案を採択、実行したことに大きな意義がある。規制面では２年先行した
スペインではタバコ規制法実施後、すでに160万人の人が禁煙に踏み切っている。ホルトガル
でも同様の成果が期待されている。
