健康を重視し「分煙」を排除するＪＲ東日本VSタバコ会社に迎合し「分煙」を推進する神奈川県

Most metropolitan East Japan Railway Co. train stations will go to smoke
free, and platform ashtrays
are being removed from 201JR East stations on 17 lines, including the Yamanote,
Chuo, Sobu and
Keihin Tohoku lines. The smoke-free zone covers a radius of 40 to 50 kilometers.
Most railways
running through Tokyo had already prohibited smoking by the Law established
in 2003, which
requesting public facilities to establish measures to prevent exposure
to secondhand tobacco smoke.
"We received many complaints from nonsmokers who were very concerned
about the tobacco-smoke
released by smokers." a JR East spokesman said of the carrier's December
decision to initiate the ban.
Dr. Manabu Sakuta, chairman of the Japan Society for Tobacco Control said
dividing smoking and
nonsmoking areas is not enough to prevent exposure to passive smoking.
"If one person smokes, the
secondhand smoke can reach a radius of 7 meters," he said. "This
means separate smoking areas are
not effective in preventing smoking from other people's tobacco-smoke.
At Shinagawa Station in Tokyo, smokers who had gathered around an ashtray
at the end of the Keihin
Tohoku Line platform were resigned to the loss of their tobacco stand.
I come to Tokyo often on the
Joetsu Shinkansen, which is completely nonsmoking since 2007. I can manage,"
he said. It used to be
hard when the bans started since 2003, but now it's clearer where we can
smoke. So even if this is gone,
I'm sure we smokers will find somewhere to go.

JR東日本は2007年春から、在来線の特急車内、東北、上越、山形、秋田の各新幹線を全面的に禁煙に
して運行している。JR東日本は喫煙所をホームの隅に設置し分煙化を推し進めて来たが、乗客からの
苦情が多く、分煙では受動喫煙を防止できないとして、2009年4月から首都圏の約200駅のホームを全面
禁煙とし、ホーム端に設置していた灰皿付き喫煙所を撤去した。
新たに全面禁煙とするのは東京駅からおおむね30〜50キロ以内の各駅で、山手線と京浜東北線の
全駅のほか常磐線の取手駅、京葉線の蘇我駅、横須賀線の逗子駅、中央線の高尾駅までが含まれる。
エリア外にある約800駅のホーム及び遠距離列車の発着駅である東京、新宿などの駅では喫煙所を
設置し続ける予定とのことだ。
JR東日本は首都圏の私鉄各社の全面禁煙の方針に追従した形となったが、ＪＲ北海道は2006年3月から
JR他社との相互乗り入れ列車を除き全面禁煙となっている。こうした健康的なJRの動きは世界の喫煙
規制の流れに沿っており、日本も批准した国際条約、ＷＨＯタバコ規制枠組み条約の規定に合致しており、
その方針を高く評価したい。
一方、2010年4月に新たに喫煙空間への投資を呼びかけた「神奈川県受動喫煙防止条例」がスタートする。
その意味でも2010年は、タバコ規制枠組み条約の国際的約束を守り、「分煙」を撤廃して健康を守るJR
東日本の姿と、世界の「全面禁煙」の動向を全く無視し、「分煙」を新たな目標に掲げて正に時代に逆行する
神奈川県の姿とが、健康社会形成への道程で大きく明暗を分ける年になるだろう。
Kanagawa Anti-smoking Ordinance
Kanagawa plan was expected to spark opposition from owners of restaurants
and bars. However,
Gov.Matsuzawa made a complete about-face, and decided the fields of the
total smoking ban are
limited to schools, hospitals, department stores, government buildings
and some other public places.
He indicated that the prefecture might allow and promote creating the facilities
to introduce
completely separate smoking rooms. The grand mistake of the policy of Kanagawa
Pref. is to
abandon a total carpet smoking ban and to create a separate smoking room
for smokers. A further
serious mistake Gov.Matsuzawa did is to authorize laborers to work in an
enclosed space with full
of toxic smoke. This is definitely against the purpose of the indoor clean-air
act: anti-smoking law.
He completely neglects the health of employees who work in a smoking space. Gov.
Matsuzawa
only considers a health of the users of restaurants, bar, pachinko parlors
and other public places.
