The smoking space in a train is necessary for all smokers, and that is the superb
service to a customer?

The N700 is a Japanese Shinkansen high-speed train with tilting capacity, which was developed jointly by
the JR Tokai ( Central Japan Railway Company ) and the JR West ( West Japan Railway Company ),
for use on the Tokaido and Sanyo Shinkansen lines.

The N700 trains allow the trains to maintain the speed of 270 kms/h, even on 2,500 m radius curves that
previously had a maximum speed of 255 kms/h. Another feature of N700 is that it accelerates quicker than
other Shinkansen trains, with an acceleration rate of 2.6 kms/h/s. This enables it to reach 270 kms/h in
only three minutes. After these improvements, trains can travel between Tokyo and Osaka in as little as
2 hours and 25 minutes.

　
No smoking sign was placed near the entrance to trains. However, it is not completely smoke-free.
The superexpress of the JR Tokai and JR West still has trains, which provide smoking seats.
This policy is criticized by many citizens in Japan.


The N700 trains are jointly operating by JR-Tokai and JR-West. It says all seats in the superexpress train
are non-smoking, and the sign plate is posted at the entrance to train vehicle. All trains other than N700
also connect with a smoking car. We can say the entire trains of JR-Tokai are not completely smoke-free.
The railway companies should know the world trend of that smoking is prohibited in an indoor public place.
Nevertheless, they think that the smoking space in a train is necessary for all smokers, and that is
the superb service to a customer. No such railway company exists in the world, as far as the writer knows.
The railway companies completely neglect the toxic adverse effects produced by the product of third-hand
smoke, as identified as the residual contaminant after the cigarette was extinguished. It may cause an
allergic reaction of the people within that environment. At least, it certainly creates the neighbor's profound
displeasure. The Japanese Government is finally responsible for the unfaithful act by the railway company.

Recently, many international airports closed an inside smoking room in the terminal building to avoid smokers
to inhale the second- smoke each other, and to avert the third-hand smoke effects to an air passenger.

In May 2010, Japan Tobacco Inc. started to sell a smokeless tobacco. It consists of a tobacco leaf and a kind
of snuff tobacco and does not release a smoke. However, the major problem of this kind of tobacco is the
adverse effect on the health around the user. When smokers respirate, exhale all kinds of the tobacco toxin.
This is entirely same to the situation of cigarette smoking. Therefore, the smokeless tobacco products should
be forbidden in the enclosed public spaces.

The Japanese railway companies, JR-Tokai, JR-West, have no self-consciousness as a public transportation firm,
that should fulfil their important duty to protect a passenger from all kinds of discomfort and danger. I regret
to say, although a total smoking ban is recommended in an indoor space; at present, there is no law to restrict
smoking in a railway train in Japan, and no immediate smoking-ban proposal by the government.

新幹線Ｎ700系電車は東海道・山陽新幹線の新型車両である。新幹線500系に代わる次の主力車両として、2007年
7月から運行している。営業最高時速は東海道、270km/h、山陽、300km/h 、交流、25,000V の電気を使用して
走行する。

運行しているのはＪＲ西日本とＪＲ東海である。全席禁煙車としたことは公共交通機関として受動喫煙防止を意図した
ものであるが、世界の潮流に全く相反するのが、禁煙車両内の「喫煙室」である。Ｎ700系電車、１編成に6ヶ所もの
「喫煙室」を設けているが、それを喫煙者へのサービスと考えている。

「喫煙室」内ではいくら強制的な換気装置をとりつけても、人体に有害なタバコ副流煙の拡散を完全には防止できない。
喫煙者同士が発癌（がん）物質を含む煙を吸い込み、お互いの健康を傷つけあっているのだ。「喫煙室」の引き戸を
開け閉めするときにガス状の有害煙はデッキに拡散し、乗客へ多大の迷惑と健康上のリスクを与えることなど無視して
いる。喫煙室で肺いっぱいに吸い込んだタバコ廃棄物という有害な空気を禁煙車両に持ち帰り、呼気することにより
周囲にまき散らす。そして、衣服に染み付いた悪臭は隣に座る人に、旅の楽しみを打ち消してしまう不快感をもたらす。

There is a sliding door between the smoking booth and nonsmoking pass way.
Three ashtrays are provided in each smoking booth. A tobacco smoke often flows out into the train space,
at each time a smoker open and closes an automatic sliding door.


The Japan Railway Group, more commonly known as JR Group, consists of seven for-profit companies
that took over most of the assets and operations of the government-owned National Railways in 1987.
The JR Group lies at the heart of Japan's railway network, operating a large proportion of intercity rail service,
including the Shinkansen high-speed rail lines, and commuter rail service. The group consists of seven
operating companies, which are organized into six passenger operators and a nationwide freight operator.
Unlike some other groups of companies, the JR Group is made up of independent companies.

The list of railway companies, from the northern island of Japan: Hokkaido Railway, JR-Hokkaido, East Japan
Railway, JR-East, Central Japan Railway, JR-Tokail, West Japan Railway, JR-West, Shikoku Railway,JR-Shikoku,
and Kyushu Railway, JR-Kyushu.

Smoking is prohibited in all trains of JR-Hokkaido and JR-East. A smoking booth is provided in an express
train of JR-Tokai, JR-West and JR-Shikoku. In 2010, JR-Kyushu prohibits smoking in a train. However, upon
completion of a new Shinkansen-track line, which connects with Hakata, and a long-distance running to
Shin-Osaka, the station of JR-Tokai, JR-Kyushu railway company will provide a smoking booth in their jointly
operated Shinkansen trains.


世界では今や公共交通機関での全面禁煙は疑うことのない常識となっている。しかし、 欧米諸国で次々に喫煙
車両を廃止して行く中、新たにＪＲ九州とＪＲ西日本とが共同運行する九州新幹線新型車両に、悪評高い喫煙室を
新設するとのことだ。開通して以来、全面禁煙としてきた九州新幹線に喫煙ルームを新設提供することは、世界が
行っている健康への道筋を完全に否定するものだ。車両の製造はＪＲ西日本が行うとのことだが、ＪＲ東海、ＪＲ
西日本、ＪＲ九州幹部の考えは、「井の中の蛙」で「喫煙規制鎖国」の政治集団、自民党幹部となんら変わりがない。

多くの人の利用する閉鎖された空間を全面禁煙にすることは、乗客の健康を守ると同時に、喫煙者が同室の他の
喫煙者の放散するタバコ副流煙に含まれる有害物質を吸入する危険性から守る。また喫煙する場所を制限する
ことにより喫煙者自身に禁煙を促し、それは、とりもなおさず、喫煙者の寿命を延ばし、健康向上に役立つことで
あると理解出来ていない。ＪＲ西日本とＪＲ東海の責任者には受動喫煙を防止しようとする気持ちがない。

2010年5月に日本で発売された「無煙たばこ」に関しては煙が出ないから無害であるとの解釈を行い禁煙車両内でも
喫煙できるとしている。それがタバコを原料とした製品であり、喫煙している人の吐く息の中には発癌物質を始め
沢山の有害物質が含まれていることを無視している。

ＪＲ東海、ＪＲ西日本は、先進国の健康社会を築き上げようとするトレンドに正面から挑戦しようとしている。それを
具体化したものが新型新幹線、Ｎ700の喫煙ブースである。今後、禁煙車両内で「無煙たばこを吸う行為」に対しも
乗客から多くの苦情が寄せられるであろう。さらに驚くべきことにＪＲ東海はＮ700系以外の新幹線列車に喫煙
車両を連結している。世界に、こうした無謀ともいえる、喫煙行為は無害との前提に立った列車編成を行って
いる国は、筆者の知る限り存在しない。また、そうした行為を規制することのできない日本政府は世界の笑い物
となっている。ＪＲ幹部は自らの判断ミスには全く疑問を抱いていない。その馬鹿さ加減を広く公表していることと
同じだ。もの作りは世界で一流だが、ＪＲ東海グループなどには健康的な未来社会がどうあるべきかを予測し、
物事を適正に判断する思考力の致命的な欠陥がある。
