Heathrow (LHR) is the world's busiest airport in terms of international passenger traffic.
Heathrow Express is a non-stop service directly to London's Paddington station; trains
leave every 15 minutes for the 15 minute journey, from Terminal 5. Underground Piccadilly
Line serves a Heathrow Terminal 1 to 5. The Terminal 5 station opened in March 2008.

usually approach to land directly over the city.

ロンドン・ヒースロー空港の喫煙事情(2006年）

受動喫煙意識が高いと言われている英国人であるが、２００６年９月に訪れたとき、イギリス最大の空港、
ロンドンの玄関口、ヒースロー空港での現状はひどいものであった。空港施設内は原則禁煙となって
いたが、レストラン、バーでは自由に喫煙出来る。しかも、飲食店と空港内のロビー等の間には仕切りが
ないので有害煙が周囲に拡散される。これでは空港内の公共施設内で喫煙を許しているのと同じである。

こうした状況をふまえ、受動喫煙被害を防止するため英国は法的規制に乗り出した。



2007年7月・英国全土で受動喫煙防止の法的規制

英国王立医師会（ＲＣＰ）の調査によると、英国では受動喫煙による死亡数が、年間4000人を
越えている。他人のタバコの煙を吸って死亡する人のうち、3600前後が肺癌、心臓疾患、脳卒中
による。飲食店業会でも、間接喫煙が原因で年間、少なくとも50人が死亡、毎週一人の
バーテンダーかウエイトレス、クラブ従業員が命を落としていることを意味している。この他にも
700人が職場での受動喫煙で死亡している。

2006年2月、英国下院は禁煙法案を賛成多数で可決した。連邦ではすでに、スコットランドでは
2006年3月、ウエールズは2007年４月、相次いで北アイルランドで公共の場での喫煙を禁じる
法律が施行されており、イングランドでも2007年7月より、パブやレストラン、クラブなど公共の
場所での喫煙が全面的に禁止された。企業の職場および企業の車の中などでの喫煙も禁止
される。オフィス内に喫煙室を設けることは違反となる。ただし、ホテル客室、刑務所の監房は
喫煙規制対象外と伝えられている。

公共の建物内での喫煙が見つかった場合、違反者は現行犯で罰金２５〜50ポンド
（2006年6月現在、１ポンドは247円）、または裁判所への出廷が求められる。違反者に喫煙を
させた場所の責任者へは最高2,500ポンドの罰金が科せられる。

英国保健省は、この措置の導入で６０万人の喫煙者がタバコをやめると予測し、間接喫煙の減少
などにより、国の健康保険の負担が年間１４億ポンドから１７億ポンド減少すると想定している。

2007年7月、英国全土を禁煙法がカバーし、非喫煙者の健康を守る体制が樹立された。
イギリスは旅行する者にとって健康上のリスクがなくなり、安心して食を楽しめる土地に生まれ
変わる。英国国内飲食店は全面禁煙に、そしてヒースロー国際空港建物内で喫煙する
ことは全く出来ないこととなった。

Why is smoke-free legislation being implemented?
The new smoke-free law is being introduced to protect everyone from the harmful effects
of second-hand smoke. Second-hand smoke is a serious health hazard and
there is no safe　level of exposure.
What are the implications of the ban on passengers?
The ban makes it illegal to smoke in public spaces. Therefore, there will be no smoking
facilities anywhere in the terminal building, either before or after passport/security control.
This includes restaurants, bars and departure lounges. Passengers will only be able to smoke
in designated areas in front of the terminals and before entering the airport. CAA guidelines
and local byelaws prohibit smoking anywhere airside.
Is the smoking in a public place a criminal offence?
Anyone who does not comply with the smoke-free law will be committing a criminal offence.
Local councils will be responsible for enforcing the new law in England.
The fixed penalty notice and maximum fine for smoking in a smoke-free place is:
・Fixed penalty notice (if paid in 15 days)£30
・Fixed penalty notice (if paid in 29 days)£50
・Court awarded fine: up to £200
