タバコの店頭販売に関しても、オーストラリア各州で多少の違いがあるようである。2006年7月に施行
されたグイーンズランド州の新禁煙法の骨子に消費者をタバコの有害性から出来る限り守って行こう
との考えがある。ブリスベン国際空港内ではタバコ販売現場を極端に縮小し、タバコ販売からの
収益をあまり期待していないようだ。
サウスオーストラリア州のアデレード国際空港では購買者がタバコを簡単に手にすることが出来ない
ような販売方法を採用している。空港内の免税店ではタバコをカウンター奥のショーケースの中に
収納し、販売員に声をかけないと手にすることが出来ない。こうすることによってタバコを買おうとする
意欲を意識的にそぐようにしている。販売を促進するのではなく、先ず自らの健康を考えてくださいと
のメッセージが伝わって来る仕組みだ。
ニューサウスウエールズ州・シドニー国際空港では「SMOKING KILLS」、「YOURSMOKING CAN
HARM OTHERS 」の警告文のタバコを販売しているが、これは2001年当時、筆者がメルボルン国際
空港で見たものと同じである。今回新たに目にしたことは、タバコをやめることを援助するホットライン
の電話番号（Call theQuitline on 131 848) の表示である。オーストラリアでは写真を使用し、血栓症、
肺気腫、口腔癌の危険性、タバコ副流煙吸入防止などを視覚的効果にて伝えている。

The United Nations health agency called on governments to require thatall tobacco packages
include pictures to warn consumers of the ill effects of tobacco use, whichkills more than
five million people every year. Studies reveal that even among people whobelieve tobacco is
harmful, few understand its specific health risks. Health warnings on tobaccopackages are a simple,
cheap and effective strategy that can vastly reduce tobacco use and savelives. Studies carried
out on the use of warnings employing both pictures and text in Brazil,Canada,Singapore and
Thailand reveal remarkably consistent findings on their positive impact.

世界保健機関（WHO）は2009年5月、タバコの健康被害を示す写真などをパッケージに印刷すること
をタバコ業界に要求するよう各国政府に訴えた。日本などでは肺癌（がん）や心臓病への有害性を
文字だけで表示しているが、タバコ病に侵された人体部分の写真を表示して人々へ有害性の強烈な
印象を与える国が増加して来ている。ＷＨＯによると、こうした「画像警告」を最初に導入したカナダ、
ブラジルなどでは人々に喫煙を思いとどまらせる「相当の効果」が出ているとの調査結果もある。
これまで両国を含む20カ国が導入。スイスなど４カ国が導入を準備中で、WHO幹部は「喫煙を大きく
減らして人命を守るための、簡単で低コスト、効果的な手法だ」と強調している。
